The EU proposed a framework for the talks on Brexit

London calles for the discussion on the terms of this withdrawal and future trade relations, but Brussels insists on a piecemeal approach.

“Our duty is to minimise uncertainty and damage to our citizens and  business communities as a result of the termination of the United Kingdom membership in the EU. ''Brexit has become  punishment, – said Tusk , speaking in Valletta. – After more than 40 years in a single family we must do everything we can to make this divorce as smooth as possible”.

The Prime Minister of the EU, presidency of Malta Joseph Muscat has increased the pressure on the UK: “Brexit negotiations will be tough, - he said, - but it's not war.”

The European Union requires to comply with the interests of the 3 million citizens of the EU, in the UK, as well as the British in Europe; to provide the legal conditions for the smooth business activity in the transitional period; to keep the peace process in Northern Ireland. And only after that the EU intends to strengthen relations with the UK in the new circumstances.

From the words of Tusk, it is clear that the tone of the talks will be set by Michel Barnier and Guy Verhofstadt, representing the remaining 27 countries of the EU, but not a British Minister for Brexit - David Davis.

The Prime Minister Theresa May was involved in the last EU summit in Malta. Her office on Downing street did not object to the principles of the Council of Europe, noting only that they are preliminary and they are subject to confirmation with all members of the EU.
